Fully Illustrated Peter Pan Cover

Just do it. Illustrate the whole thing and bring it to the publisher. The worst that could happen is that they say no, and if that happens, put it up on Kickstarter dot com! I would take the gray bar off, show off the whole cover, and move the title/author/illustrator to the top but behind Pan. I'd also move Tink up a bit so that it doesn't look like Captain Hook is spinning around because it looks a little like a "whoosh" line coming off his hook. I'd also get Skull Island or his ship in the background! Fabulous work!!!
